Position Overview

The Quality Control (QC) Manager is a key position, will report to the General Manager and is responsible for providing technical expertise, support and guidance to Texas Materials, Inc. Quality Control Technicians team, external/internal customers, and raw material and equipment vendors to help ensure product quality and customer service. Build partnerships with other leaders and their teams working collaboratively to meet shared company objectives. Demonstrate leadership in supporting and promoting our Cultural Values of Safety, Integrity, Quality and Performance.

Key Responsibilities (Essential Duties and Functions)

  • Provide leadership that develops and sustains our Design, QC Production and Placement teams that executes our Cultural values of Safety, Integrity, Quality and Performance.

  • Accept responsibility for creating and maintaining a harm free work environment, with the goal of sustaining ZERO incidents.

  • Maintain QC/QA processes, systems and communications to ensure that Texas Materials Inc. facilities, teams and work products exceed minimum city, county, state and federal requirements and expectations.

  • Responsible for all quality control activities required to produce and place ACP (asphalt concrete products) that meet customer specification requirements.

  • Create awareness among personnel regarding KPIs (key performance indicators) and cost control.

  • Support product quality and customer service by maintaining strong line of communication with internal and external customers, and their teams.

  • Interact directly with internal and external customers as needed to establish and maintain effective and timely communication in order to satisfy material submittal, testing and reporting deadlines.

  • Evaluate, review/approve as appropriate, ACP designs, QC and QA sampling and test results, and reporting. Consideration will be given to aggregate demands, cost, and feasibility. Strive to be low cost producer while maintaining high level of quality, integrity, safety and performance.

  • Communicate and assist technicians, plant and paving personnel in monitoring and adjusting processes to assure conformance to specifications.

  • Effective management of employee performance through (FLT) Front Line Leadership Training that includes but not limited to coaching, feedback (written and verbal), rewards, and discipline when necessary.

  • Mentor and develops others in the areas of technical, operational, customer relations and supervisory functions.

  • Monitor and Maintain records of Technician QC/QA certifications.

  • Practice, develop and maintain adherence to pre-task planning, hazard recognition and avoidance and appropriately apply safety requirements and procedures as outlined in Texas Materials Inc. and or CRH safety policies and procedures.

  • Adhere to all applicable regulations including (MSHA) Mine Safety and Health Administration and (OSHA) Occupational Safety and Health Administration and (TCEQ) Texas Commission on Environmental Quality affecting asphalt plant production, placement and handling; and raw materials production or handling (crushed stone, rap, ras, cellulose fibers, mineral fillers and additives), safety, environmental, state, federal, and company policies; ensure observance and compliance of such regulations.

  • Oversees and ensures lab equipment and reference materials are maintained, inspected, calibrated, certified and in good working order.

Managerial Duties/Function

  • Uses time efficiently, creates and shares timely written plans, schedules, design, testing and reporting database.

  • Actively participate in industry associations. Support and maintain a working relationship with federal, state, local and private agencies.

  • Reviews and is engaged in daily, weekly and monthly paving and production calls, meetings and scheduling.

  • Perform business management duties such as reviewing and approving technicians timesheets, reviewing and approving employees PTO, maintaining lab, production and placement records and files, preparing and submitting reports and ordering supplies and equipment.

  • Conducts laboratory tours and explains operating procedures to the public and visitors.

  • Manages all financial aspects of the quality control business unit.

  • Responsible for estimating and generating appropriate workloads for employees, including managing schedules and staffing needs.

  • Reviews tests and procedures performed to ensure the results conform to the established procedures and policies.

  • Generates suggestions for improving work.

  • Exhibits sound wisdom and accurate judgment.


To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.


  • Bachelor of Science degree preferred, from an accredited University, with a minimum of 10 years of pertinent experience;

  • or, an associate degree in Civil Engineering with a minimum of 10 years of pertinent experience preferred;

  • or, a High school diploma or (GED) required with minimum of 15 years of pertinent experience preferred;
    • pertinent experience preferred=combined mix design level 2 certification, production QC testing, level 1A certification and asphalt paving placement QC, level 1B certification and supervisory experience;

  • Experience should include increasing responsibilities including supervision of others, problem solving, effective communication and issue escalation resolution, integrity, and sound judgement and decision making in Agency, Engineering, Construction and Construction materials sampling, testing and reporting business environments.

Work Requirements

  • Safely operate various types of equipment related to work requirements.

  • Strictly adhere to safety requirements, policies, and procedures as outlined in the employee handbook policy manual.

  • Must be willing to travel to each jobsite and work away from home when required.

  • Report to work at the designated start time. Reliable attendance is essential.

  • Work in a team environment and assist co-workers or supervisors/managers with other duties assigned/required.

  • Must have reliable transportation to/from work.

  • Available to work nights and weekends when necessary.

  • Ability to read and comprehend instructions, correspondence, and memos. Ability to write correspondence, work plans, schedules and simple business plan for QC business unit.

  • Ability to add, subtract, multiple and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute, rate, ration, percent, draw and interpret bar graphs.

  • Ability to effectively present information in one on one and group situations to customers, clients, and other employees of the organization

  • Ability to communicate and follow up effectively with others, executing detailed, written or oral instruction.

  • To perform this job successfully, an individual should be able to type and use computers, keyboards, work remotely and mobile and have experience using applicable softwares.

  • May be subject to drug testing, medical exams and physical testing.

Knowledge/Skill Requirements

  • Must have a current and valid drivers license with a good driving record.

  • Must have current or ability to regain current status for TxAPA Technician Certifications Level 2, Design, Level 1A, Production sampling, testing and reporting and Level 1B Roadway sampling, testing and reporting.

  • Business experience (budgeting, financial statements, A/P, A/R, payroll, benefits)

  • Test product for the required specifications depending upon each job.

  • Ability to use all tools required to complete testing of product.
